Using the standard CIA playbook on toppling democratically-elected governments in Latin America, the Obama administration, which was not happy with Ecuadorian President Rafael Correa's moves to increase state control over oil companies in the nation and his decision to oust the United States military from its airbase at Manta, appears to have suffered a major defeat in the failed coup attempt in Ecuador by police officers and Air Force personnel who were backed by rightist elements in the National Assembly and business community. Correa was re-elected with an overwhelming majority last year after he gave the U.S. military its walking papers from the Manta airbase. The Pentagon and CIA have been working to topple Correa ever since by pumping money into opposition political parties and other groups through NGOs funded by the U.S. National Endowment for Democracy.

In a statement from Correa after his rescue from the Police Hospital in Quito by a military special operations team, the president warned of a larger conspiracy launched against him by his political opposition, saying the "attempt at destabilization is the result of a strategy that has been brewing for quite some time. A barrage of messages and misinformation have been given to the National Police, which today has been realized through violent actions from a conspiracy attempt."

Correa's predecessor, the pro-U.S. Lucio Gutierrez, who is wedded to foreign oil company interests in the country, was accused by the government of covertly supporting the police and Air Force mutineers.

Although Secretary of State Hillary Clinton issued a weak statement saying the United States backed Correa, it came one day after Clinton heaped praise on former Secretary of State Henry Kissinger, the person who helped to craft the September 11, 1973 coup in Chile and the assassination of its progressive president Salvador Allende. In fact, Clinton and Obama had given military and political support to the right-wing junta that ousted democratically-elected progressive President Manuel Zelaya in Honduras in June 2009 and has fought against allowing the ousted democratically-elected president of Haiti, Jean-Bertrand Aristide, to return to his country from exile in South Africa after the CIA-engineered coup against him in 2004.

Clinton's tepid response to the attempted coup against Correa was in marked contrast to the strong denunciations of the attempted coup and messages of support for Correa that came from Venezuela, Brazil, Argentina, Peru, Mexico, Bolivia, Cuba, and Spain.

And the fact that Correa, like Venezuelan President Hugo Chavez, who was briefly ousted in an April 2002 organized by the CIA, was held as a virtual hostage at the Police Hospital in Quito for the greater part of a day provided a grim reminder of an old CIA tactic in staging coups in Latin America. In an emergency Latin American summit meeting in Argentina, Chavez saw the U.S. behind the events in Ecuador. He said, "The Yankee extreme right is trying right now, through arms and violence, to retake control of the continent." Chavez's own experience with a CIA backed coup and the June 2009 coup, supported by the Pentagon, CIA, and Mossad against his ally Zelaya in Honduras makes him an expert on CIA and Mossad tactics in the region. Informed sources have told WMR that Correa and Chavez are currently comparing notes on the coups launched against them.

Ecuadorian intelligence will be looking closely at the whereabouts of key CIA personnel stationed at the CIA station at the US embassy in Quito and a smaller CIA station within the US Agency for International Development (USAID) mission in Guayaquil. In the 2002 coup attempt against Chavez, the US embassy's top CIA and DIA officers were discovered to be helping to direct the coup from Venezuelan military installations.

Clinton's State Department has been casting Ecuador in a bad light throughout the past two years, calling the country "difficult to do business in," the only real priority that the Obama administration cares about due to its total subservience to Wall Street and the fat cat bankers. The State Department's "Investment Climate Statement" for Ecuador states: "Ecuador can be a difficult place in which to do business. . . There are restrictions or limitations on private investment in many sectors that apply equally to domestic and foreign investors . . . A 2006 hydrocarbons law imposed new conditions in the petroleum sector that have been problematic for many companies, complicated by a 2007 decree that imposed additional restrictions. A 2008 mining mandate stalled mining activity, and a new Mining Law is expected in early 2009. Negotiations for a free trade agreement between the United State and Ecuador, which would have included investment provisions, stopped in April 2006. The current Government of Ecuador has not expressed interest in restarting negotiations." Correa's financial policies, as well as his foreign policy that saw him order out the American base at Manta and establish close ties with Venezuela, Iran, and other countries inimical to American and Israeli hegemony, placed a huge CIA and Mossad target on Correa's back. In June, Ecuador sponsored a resolution at the Organization of American State (OAS) summit in Lima condemning Israel's attack on the Turkish aid flotilla transporting humanitarian aid to Gaza. Ten nations voted with Ecuador in support of the resolution.

The uprising among Ecuadorian Air Force ranks, with Air Force personnel taking over and shutting down Quito's international airport, will have Ecuadorian counter-intelligence personnel looking closely at the possible role of Israeli technicians and trainers who support the Air Force's 26 Israeli-made Kfir combat planes. Israel also reportedly sold Python-3 air-to-air missile to the Ecuadorian Air Force in 1997.

Mossad also has its hooks into the Ecuadorian National Police, where the main coup plotters received support/ Mossad is chiefly tasked with spying on Ecuador's large Ecuadorian-Arab community. The activities of the Mossad station at the Israeli embassy in Quito before and during the coup attempt will also draw the attention of counter-intelligence officers. Last year, Tel Aviv-based On Track Innovations received a contract to provide an electronic biometric-based electronic identification card system to Ecuador's Central Registry Office....

The National Endowment for Democracy, or NED, is a U.S. non-profit organization that was founded in 1983 to promote US-friendly democracy by providing cash grants funded primarily through an annual allocation from the U.S. Congress. Although administered as a private organization, its funding comes almost entirely from a governmental appropriation by Congress and it was created by an act of Congress. In addition to its grants program, NED also supports and houses the Journal of Democracy, the World Movement for Democracy, the International Forum for Democratic Studies, the Reagan-Fascell Fellowship Program, the Network of Democracy Research Institutes, and the Center for International Media Assistance. It has been accused by both right-wing and left-wing personalities of interference in foreign regimes, and of being set up to legally continue the CIA's prohibited activities of support to selected political parties abroad.

A revealing report published in May 2010 by the FRIDE Institute, a Spanish think tank, prepared with funding from the World Movement for Democracy (a project of the National Endowment for Democracy “NED”), has disclosed that international agencies are funding the Venezuelan opposition with a whopping $40-50 million USD annually.

This exhorbitant amount of financing well exceeds the approximately $15 million USD previously believed to have been channeled to Venezuelan opposition groups via the United States Agency for International Development (USAID) i.e. CIA...and the NED/CIA....
According to the FRIDE report, which analyzes the impact of this funding in Venezuela, and concludes that more donations are necessary to support the “democratic opposition” to President Hugo Chávez in Venezuela, the multi-million dollar funds are exclusively directed towards political activities in the polarized South American nation. A large majority of the $40-50 million USD, donated by US and European agencies and foundations, is given to the right wing opposition political parties, Primero Justicia (First Justice), Un Nuevo Tiempo (A New Time) and COPEI (Christian Democrat ultra-conservative party), as well as to a dozen or so NGOs, student groups and media organizations....

Israeli students selling fake Israeli art door-to-door were seen as an intelligence threat by at least half a dozen federal law enforcement and intelligence agencies in the months leading up to the glaring inside Job of 9/11 attacks. A single report from the Channel 4 ABC television affiliate in Salt Lake City about Israeli "art students" going door-to-door in northern Utah and asking residents about the new National Security Agency mega-data center at Camp Williams should put to rest patent Israeli government claptrap that the "students" are merely youthful Israeli Defense Force veterans traveling abroad and selling art to pay their expenses. In 2002, Anti-Defamation League director Abe Foxman, who, himself, should be subjected to a national security investigation for being an Israeli agent, laughed off the Israeli art student story. Foxman told the Associated Press, "It's become almost a tradition that once you finish military service you take a world tour, and then you face life for real."

In 2000 and 2001, the Drug Enforcement Administration cited Israeli "art students" visiting the homes of DEA agents in Los Angeles, Phoenix, Chicago, Atlanta, New Orleans, Miami, and other cities. This editor revealed new details of the Israeli espionage story in the February 28, 2002 edition of Paris-based "Intelligence Online": Intelligence Online has managed to establish that a huge Israeli spy ring operating in the United States was rolled up by the Justice Department's counter-espionage service. Up to now the U.S. authorities have caught and expelled nearly 120 Israeli nationals involved in the case that hasn't yet been made public. Intelligence Online has obtained the copy of a classified, 61-page report drafted by a task force specifically set up for the affair, and which is still heading inquiries. The task force in question is made up primarily of agents from the Immigration and Naturalization Service (INS) and the Drug Enforcement Agency (DEA), with the FBI and also the U.S. Air Force's investigation unit lending a hand. The report essentially sums up the results of questions put to suspects between January and May of last year and describes inquiries that have already been completed, primarily in Florida, Texas and California. The DEA has played a central part in the counter-espionage operation because it was the agency's in-house security service, Office of Security Programs, that first detected the unusual behavior of young Israeli nationals who had gained access to DEA circles. On Feb. 25 the DEA's public affairs bureau confirmed that the report we obtained was authentic. The Israelis involved in the case are between 22 and 30 and had recently carried out their national service in Israeli army intelligence units. In the U.S. they claimed to be graphic arts students and made contact with officials from several government departments by selling artworks. A few of the operatives are well known in the Israeli intelligence community.....

The report cited the names of Peer Segalovitz (military registration number 5087989) and Aran Ofek, son of a renowned two-star general in the Israeli army. The network targeted some of the most sensitive sites in the U.S., such as Tanker Air Force Base near Oklahoma City. Indeed, the U.S. Air Force's Office of Special Investigation sent a letter to the Justice Department on May 16 of last year to ask for assistance in a case against four Israelis suspected of spying: Yaron Ohana, Ronen Kalfon, Zeev Cohen and Naor Topaz. In addition the "art students" cultivated contacts with Israeli information technology companies based in the US and serving as regular suppliers to various U.S. federal agencies, such as Amdocs, Nice or Retalix. For instance, Marine Glikman, an Israeli intelligence officer, was a programmer at Retalix Raanana. The network counted around 20 units composed of between four and eight members a piece. Each was under the orders of a local chief who planned and dovetailed operations. The team in Irving, Texas, answered to Michael Calmanovic, who was arrested last April 4 while at Hollywood, Florida was run by Hanan Serfaty. The Miami operation was headed by Legum Yochai. Over the past 12 months some details of the counter-espionage operation leaked out from the departments most concerned by the case. In March, 2001, the National Counterintelligence Center (NCIC) warned in a report that 'in the past six weeks, employees in federal office buildings have reported suspicious activities concerning individuals representing themselves as foreign students selling artwork.' For six months some officials had hoped the case would end up in court but the Bush administration appeared intent on hushing it up..... Out of frustration some officials quietly conveyed information to the media. In December, reporter Carl Cameron filmed a four-part series for Fox News on former Israeli spy operations against the U.S. and on a number of cases involving high tech equipment."

On March 8, 2002, The Albuquerque Journal, in an editorial, wrote: "When U.S. authorities suspect an organized team of spies is seeking to infiltrate sensitive federal office buildings and the homes of government employees, they should arrest and interrogate to get to the bottom of the plot. Instead, a draft report from the Drug Enforcement Administration reports that young Israelis posing as art students but suspected of espionage activities were merely deported. DEA first said the youths' actions 'may well be an organized intelligence-gathering activity.' But immigration officials deported the suspicious Israelis, said to number in the dozens, for visa violations. Perhaps the officials had forgotten the case of Jonathan Pollard, a civilian Navy intelligence officer who gave classified information to the Israelis. It was an operation that Israel eventually acknowledged was known and approved of in the highest reaches of the Israeli government. Pollard has served some 13 years of a life sentence. The recent arrests were made in a number of major U.S. cities from California to Florida, amid public warnings from U.S. intelligence agencies about suspicious behavior by people posing as Israeli art students and 'attempting to bypass facility security and enter federal buildings.' The United States owes no duty to Israel to ignore spying. Israel, it could be argued, should at least be grateful enough to the United States that it should be reluctant to try to steal secrets. But, the first step is finding out."

If such activity was being carried out by nationals of Iran, Lebanon, Russia, or China, the stories about "terrorism" and "spying" would be blasted forth by neocon media outlets like Fox News, CNN, and the other usual suspects. There have also been reports of similar Israeli door-to-door and mall kiosk espionage activity in Australia, Lebanon, the United Kingdom, Canada, and Denmark.....

On August 6, 2004, The Calgary Herald reported, "As many as 15 Israelis in Calgary are being linked to a door-to-door art scam that has for years puzzled authorities on both sides of U.S.-Canada border and raised the specter of international espionage. At least two of the foreigners were detained in Calgary and today will face the Immigration and Refugee Board. The board will determine whether they will be deported and banned from the country. Guy Grinberg and Jacky Yakov Sr., believed to be in their 30s, are accused of working illegally in Canada. The two were picked up Wednesday at a southeast car rental agency. They were allegedly peddling fake artwork at inflated prices. Their arrest was followed by the roundup of more than a dozen other Israelis, who were questioned by authorities and then released. Their passports were seized. This is the third time in a year immigration agents in Calgary have detained Israelis posing as art students. Similar incidents have unfolded in Saskatoon, Toronto and Ottawa during the same period. But what exactly the supposed students are doing here remains a mystery, one that has intrigued law enforcement and intelligence agencies across Canada and the United States.'I would assume that whether it's innocent or otherwise, it's the sort of thing that security agencies in both countries would or should be at least looking into,' Canada's former top spy, Reid Morden, said Thursday from New York . . . Members of Calgary's Jewish community were not surprised to learn of the scam....."

ABC Channel 4 reported that Northern Utah County residents were actually alerted to the espionage activities of the Israeli "art students" in church bulletins sent out by Mormon churches in the area. Referring to the Israelis, one church bulletin stated: "Part of their mission here is to gain information on the new NSA installation coming to our area....."

The Israeli "art student" spying activities in towns like Eagle Mountain and Saratoga Springs comes a few weeks after WMR reported on similar activity being directed at the homes of Transportation Security Administration (TSA) officials' homes in Brea, California. WMR also reported on Israeli door-to-door "contractors" and "foreign exchange placement" casing homes in Gwinnett County, near Atlanta, Georgia.

In a replay of local law enforcement being alerted to the suspicious activities of Israeli art students and movers around the time of the inside Job of 9/11 attacks only to be dissuaded from action by federal authorities, the Saratoga Springs police found themselves faced with the same incredible indifference. Saratoga Springs police officer Matt Schauerhamer was reported by Channel 4 to have confronted some of the Israeli art students at a restaurant. Schauerhamer told the TV station, "I told them, 'If you're actually an artist, why don't you draw something?' I gave them a piece of paper and gave them my pen. They produced a picture that was about on par with what my kindergartner could have done."

The Utah Department of Homeland Security told Channel 4 News that it was unaware of the Israeli activity and the FBI had no comment. WMR investigated the Israeli art student and mover activity around the time of the inside Job of 9/11 and was told by a Justice Department source that the department and the FBI ordered no action be taken by the FBI or federal prosecutors against the Israeli spies. The extent of the spying and the damage done, and in case of the USS Liberty, the violence against a nominal ally, are then factors that come into play. That and utter dishonesty in inter-'allied' communications. It is hard to retain mutual trust when you repeatedly catch someone lying in your face.

It is hard to maintain that you are actually a US ally when your nation killed 34 and wounded 171 'allied' sailors, deliberately - in an attempt to kill them all and sink their ship.

It is equally hard to maintain that you are actually a US ally when your nation sells out crown jewel information to an arch enemy of the US, crippling US intelligence collection against said arch enemy, with whom the US is in a half decade global thermonuclear stand off. All that while taking US financial and military support (for granted, more, regarding it as a right and entitlement).

Or those instances of the Israelis reverse engineering and/or selling to China or Russia US technology....

An alliance is characterized by reciprocity. Pursuit of some common goal, accompanied by otherwise total disregard for US interests while taking US arms and money (sucker!) is simply being parasitic.

Mutual spying aside, when in the end the 'ally' side of the balance sheet is in the deep red, the question arises whether that 'ally' is more trouble than he is worth, indeed, if he is a liability. It is a legitimate question that needs to be answered soberly....

WMR has learned from an intelligence source who served in 2007 at the Tallil Air Base in Iraq, also known as Camp Adder by the U.S. Army and Ali Air Base by the U.S. Air Force, that United States intelligence services imported Afghan mercenaries into Iraq in order to attack Iraqi civilians and military personnel, as well as coalition forces, including U.S. service personnel. The Afghans were recruited from Taliban ranks and were paid for their services in Iraq.

WMR has learned that during 2007, Iraqi police stopped a truck hauling a 40-foot trailer on the Kerrada Bridge in Baghdad. When the Iraqi police officers checked the truck's trailer they were amazed to discover between 30 and 40 Afghan Taliban. They said they were brought into Iraq by the United States and were tasked with stirring up trouble in Iraq., much of it ascribed by U.S. military commanders as the work of the dubiously-named Tanzim Qaidat al-Jihad fi Bilad al-Rafidayn (Organization of Jihad's Base in the Country of the Two Rivers) or, more commonly known as "Al Qaeda of Mesopotamia."

The Iraqi police were told by senior U.S. military commanders on the scene to allow the Afghani insurgents to depart the Kerrada Bridge without any further hindrance.

The Taliban cell in Iraq apparently operated in conjunction with a covert U.S. plan to look the other way as Mahdi Army cells planted bombs in Iraq. On April 9, 2009, WMR reported: "WMR has been informed by a former private military contractor in Iraq that the United States was aware of the identities and even the cell phone numbers of several bomb making operatives within Muqtada al Sadr's Mahdi Army. The bomb cells were responsible for detonating a number of bombs in Iraq that targeted Sunnis and coalition personnel, including Americans." The failure of Generals David Petraeus and George Casey to act against the bomb-making cell was to not put in jeopardy a six-month extension of a cease-fire agreement agreed to by the MNF-I [Multi-national Force-Iraq] and [Muqtada] al Sadr's Shi'a militia in 2006.

One of the Shi'a bomb-making cells was located in the Kerrada district of Baghdad, the same area where the Taliban truck was stopped in Iraqi police. WMR has obtained a list [Part 1 and Part 2] provided to U.S. authorities by the coordinator of the Kerrada bomb cell. No action was taken by U.S. intelligence or military personnel to curtail the Shi'a militia bomb-making operation.
